What the permit fees on your project come to
What the curaduría urbana (the private body that issues building permits in Colombia) charges to assess your application, worked out with the formula in the decree and the UVT for the year. For any municipality in the country, including those with no curaduría, where by law no fee is payable.

What costs nothing
- Verbal enquiries about the planning rules in force.
- Consulting the fee tables and the equation at the curador’s office.
- Recognition of social housing in settlements undergoing formalisation.
- Any application in a municipality with no appointed curador.
Calculated with the 2026 UVT, the tax unit the DIAN sets each year. These fees are what the curador charges for examining the application.
Where it comes from
From the equation in article 2.2.6.6.8.3 of Decreto 1077 de 2015, replaced by Decreto 1890 de 2021, which moved the rates from minimum wages to UVT. Any table still quoted in minimum wages has been out of date since December 2021.
The municipal factor comes from article 2.2.6.6.8.4 and from the Housing Ministry resolutions that assigned it to municipalities that appointed a curador later. 53 municipalities have a factor assigned, and in 47 of them the official directory shows an appointed curador. In the rest of the country (over a thousand municipalities) the permit is issued by the planning office and charging fees is forbidden.
That count is a floor, not an exact figure. Decreto 1107 of 6 August 2026 lets the outgoing curador stay on provisionally until the competitive process appoints a successor, and the directory does not distinguish a genuinely vacant office from one whose holder is still serving. That is why, where the calculator says there is no curador, it tells you to confirm at the town hall rather than assume the permit comes free of fees.
The figures were checked against the fee tables published by the curadurías of Bogotá, Soacha, Girón, Cajicá and Tocancipá for 2026. They match to the peso.
Value of the UVT: Resolución 000238 de la DIAN, del 15 de diciembre de 2025. The table of municipal factors must be updated by the Ministry before 6 August 2028, as Decreto 1107 de 2026 requires.
What this tool does not claim
A tool that answers what its source does not say is worse than no tool at all. This is what is deliberately left unanswered here, and why.
- It does not say whether your project complies with the rules, or whether the permit will be granted: only what it costs to have it examined.
- It does not replace the office’s own assessment. If the curaduría charges you a different figure, theirs is the one that counts; this is for asking why.
- It does not know whether a municipality has a curador in post today. The official directory has a cut-off date, and since August 2026 an office listed as vacant may have the outgoing curador still serving.
- It does not include the municipal building tax or the betterment levy: those are municipal and are assessed separately.
I have a plot and I want to build on it.
We check what the planning rules allow on your plot, what can be built and what it costs, before drawing anything. Then we develop the full project through to the drawings and the permit application with the curaduría (the licensed private office that issues building permits in Cali and other large Colombian municipalities; in smaller ones, the municipal planning office).
